Signal Security of Hawaii is continuing to grow, and we are seeking an experienced Part-Time HR Manager & Recruiter who can take ownership of the employee experience from recruitment through retention.
This is not an entry-level HR position.
We are looking for a proven human resources professional who understands recruiting, employee relations, onboarding, performance management, documentation, workplace compliance, and the importance of protecting and strengthening company culture.
Our ideal candidate is organized, proactive, confident, compassionate, and highly accountable. This individual must be comfortable working in a fast-paced environment where priorities can change quickly and follow-through is essential.
Most importantly, this person must understand that Human Resources is not simply about policies and paperwork. HR helps set the tone for how employees experience the company.

POSITION SUMMARY
The HR Manager & Recruiter will oversee key human resources and recruiting functions for Signal Security of Hawaii.
The successful candidate will be responsible for maintaining a strong and consistent recruiting pipeline while helping ensure employees receive a professional, structured, responsive, and positive experience throughout their employment.
This person must be willing to actively recruit. We are not looking for someone who simply posts positions online and waits for applicants.
The HR Manager & Recruiter will be expected to identify candidates, conduct outreach, follow up consistently, coordinate interviews, manage applicant progression, improve recruiting strategies, assist with onboarding, maintain personnel documentation, support employee relations, and help leadership maintain high workplace standards.
This position requires someone who can identify what needs to be done and take action without requiring constant direction.
KEY RESPONSIBILITIES
Recruiting & Talent Acquisition
The HR Manager & Recruiter will actively manage recruiting efforts from initial sourcing through successful onboarding.
Responsibilities include:

Develop and maintain an active recruiting pipeline for current and anticipated staffing needs.

Recruit for Security Officers, Mobile Patrol Officers, leadership positions, administrative positions, and other company roles.
-
Create and maintain recruiting campaigns across appropriate employment platforms and community resources.
-
Conduct proactive candidate sourcing rather than relying solely on incoming applications.
-
Review resumes and applications for qualifications and suitability.
-
Conduct initial candidate screening interviews.
-
Coordinate second interviews with appropriate company leaders.
-
Maintain consistent candidate communication throughout the hiring process.
-
Follow up promptly with qualified applicants.
-
Track candidates through every phase of recruitment.
-
Maintain accurate recruiting notes and candidate records.
-
Identify candidates who have stalled in the hiring process and initiate appropriate follow-up.
-
Develop relationships with workforce-development organizations, employment agencies, colleges, community organizations, military-transition resources, and other recruiting partners.
-
Coordinate recruiting efforts for Oahu and the Outer Islands.
-
Assist with job fairs, community recruiting events, and other hiring initiatives.
-
Monitor recruiting results and recommend changes when strategies are not producing qualified applicants.
-
Maintain recruiting metrics including applications, interviews, offers, hires, declines, withdrawals, and candidate sources.
-
Develop strategies to reduce candidate drop-off and improve hiring conversion.
-
Help establish staffing pipelines before vacancies become emergencies.
New Hire & Onboarding Experience

Coordinate the transition from candidate to employee.
-
Ensure required employment documentation is completed accurately and timely.
-
Assist with new-hire orientation and onboarding.
-
Coordinate required onboarding appointments, training, documentation, and follow-up.
-
Maintain communication with new employees throughout their introductory period.
-
Participate in scheduled new-employee touch points.
-
Help ensure employees understand company expectations, policies, communication standards, and chain of command.
-
Work with operations and administrative leadership to ensure employees are properly prepared before assignment.
-
Identify onboarding problems or employee concerns before they become larger retention issues.
-
Help continuously improve the overall employee experience.
Human Resources Management
-
Support day-to-day HR functions for a growing multi-island workforce.
-
Maintain accurate and confidential personnel records.
-
Assist with employment documentation, corrective-action documentation, performance records, acknowledgments, and other HR materials.
-
Ensure employee documentation is complete, professional, and properly maintained.
-
Provide guidance to leadership regarding employee-relations matters.
-
Help ensure company policies are administered consistently.
-
Assist with performance-management processes.
-
Support employee coaching, counseling, disciplinary processes, and performance-improvement efforts.
-
Participate in employee investigations when appropriate.
-
Document employee concerns and workplace issues objectively and professionally.
-
Assist leadership with employee separations and offboarding.
-
Maintain confidentiality regarding employee and company matters.
-
Monitor HR deadlines and required follow-up.
-
Help ensure employment practices align with applicable company policies and employment requirements.
Employee Relations & Culture
This position plays an important role in protecting the culture of Signal Security of Hawaii.
Responsibilities include:

Build professional relationships with employees while maintaining appropriate HR boundaries.

Serve as a professional resource for employees with workplace questions or concerns.

Help resolve employee concerns fairly, professionally, and consistently.
